Lucien Proby founded StormZone in 2006. With over 10 years of progressive emergency management and educational experience, Mr. Proby recognized the need for educating students about severe weather, as well as supplying preparedness information for students to take home to families.

He is President and CEO of Proby & Associates, Inc., a 20-year-old Miami, Florida based marketing and management consulting firm that he founded in 1987. StormZone's world headquarters is located at the agency. Prior to establishing P&A, Mr. Proby was Vice President of Corporate Communications for Chase Federal Savings Bank, a prominent South Florida banking institution. Prior to that, he was a journalist with several Florida West Coast daily newspapers.

Mr. Proby was responsible for expanding SafeSide, a severe weather curriculum created by the Weather Channel. From 1999 - 2003, he enrolled SafeSide into 25 public school districts in the Southeast, including Miami, Tampa, Jacksonville, Houston, Charlotte and Washington, D.C.

A Miami native, Mr. Proby earned a BA degree at the University of Florida. He is a Past President of The Public Relations Society of America (Miami Chapter) and is an Accredited Practitioner of Public Relations (APR). He is also a past member of the American Marketing Association, the Bank Marketing Association and the Advertising Federation. Mr. Proby is a three time Area Chairman of the Lou Rawls Parade of Stars Telethon benefiting UNCF. For twenty years, he was involved with crime fighting organizations in Miami-Dade County, having served on the Board of Directors of the Miami Crime Commission and as a board member of Citizens' Crime Watch of Miami-Dade County.

Over the years, he has also served on various Boards of Directors, including Junior Achievement of Greater Miami, and Boy Scouts of America, South Florida Council. He is currently a Trustee of the Greater Miami Chamber of Commerce, a member of the Executive Association of Greater Miami, the University of Florida F Club and Gator Club of Miami-Dade.

Mr. Proby is listed in Who's Who in the South and Southwest and Outstanding Young Man of America.

Mr. Proby served in the United States Marine Corps from 1968-1974.

Mr. DelGrosso is Project Manager for Booz Allen Hamilton, coaching a range of clients on emergency management, mission assurance and training and exercise programs. He had advised the intelligence community, the US court system, and the nation's healthcare agencies on contingency and emergency response planning.

He has over 15 years of experience managing the consequences of disasters on Federal and local levels. His career began at the Federal Emergency Management Agency coordinating the Federal response to some of the Nation's most challenging disasters.

In 1996, DelGrosso moved into a first responder role as an Emergency Management Coordinator with the Miami-Dade County Office Of Emergency Management. As the EOC Operations Chief and Logistics Section manager, he has coordinated the efforts of local, state and Federal agencies in response to various disasters, terrorist incidents, functional exercises and special events including the 1999 Super Bowl and the Orange Bowl Festival.

He was involved in the design of one of the largest Emergency Operations Centers in the US, and in partnership with the Weather Channel developed emergency preparedness curriculums used by middle schools across the Southeast. As part of the Booz Allen Hamilton's Assurance and Resilience Team, he has developed mission assurance programs including emergency response, Continuity of Operations (COOP) and Business Continuity plans for public and private sector organizations.

He has extensive training credentials, has authored legislation in support of emergency management and is adept at strategic communications.

Carl Fowler is the Emergency Management Coordinator for the Seminole Tribe of Florida in Okeechobee.

Throughout the year, Carl conducts training and coordinates comprehensive public awareness initiatives to educate and inform residents and business owners on planning for both natural and technological emergencies. As the chief agency spokesperson, he also works closely with local, national and international media organizations in responding to inquiries and disseminating information. He has appeared on numerous networks including MSNBC, CNN, Fox Network News, the NBC Nightly News, and the Canadian Broadcasting Corporation.

Carl has over 14 years experience in emergency management at all levels of government that includes work with the North Carolina Division of Emergency Management, the Federal Emergency Management Agency (FEMA) and FEMA's National Flood Insurance Program (NFIP). While with North Carolina and FEMA, Carl worked closely with local governments and non profit organizations in developing and managing post disaster recovery and restoration projects. As a regional and national manager with the NFIP, he worked with local officials and insurance industry representatives to facilitate the implementation of the NFIP and to promote effective floodplain management. Over the years, Carl has served in the recovery operations of some of the most formidable disasters including Hurricanes Andrew, Floyd, Charley and Wilma. As a public information officer and agency liaison, he has worked with numerous federal and state agencies in special operations for high profile events. In 2003 and 2006 he was recognized for his service with two federal Joint Operations Centers by the Federal Bureau of Investigation.

A former radio news reporter who began his career with a small station in Prescott, Arizona, Carl is a native of the Washington, D.C. area and is a journalism graduate of the University of Maryland. In addition to his work with Broward Emergency Management Agency, he teaches media relations and other courses for the Florida Division of Emergency Management. Carl is a member of the Florida Public Information Officer Deployment Team, a cadre of public safety communication professionals who assist local and state governments during emergencies. Since 2001, he has served as a member of the Florida Regional Domestic Security Task Force, an organization coordinated by the Florida Department of Law Enforcement that focuses on preventing and mitigating acts of terrorism.

Dr. J. P. Keener is a graduate from the University of Pittsburgh with Bachelors in Physics, advanced chemical work done at Washington and Jefferson College in Washington Pennsylvania, Masters in Chemistry from the University of Pittsburgh, research publications with the Department of Defense, and Ph.D. in Education awarded by Barry University of Miami. Dr. Keener currently serves as the Supervisor for Science Education for the Broward Public Schools in Ft. Lauderdale, Florida, and adjunct professor for Nova Southeastern University and Florida Atlantic University. Dr. Keener is an educational consultant for various companies and publishers, and serves on the Educational Board of Directors for the Museum of Discovery and Science of Ft. Lauderdale, the Wild Spots Foundation (www.wildspotsfoundation.org) Storm Zone (www.stormzone.us) as well as the Hurricane Survival House in Deerfield Beach Florida. Dr. Keener is an avid environmentalist and conducts studies abroad in sensitive areas around the world. Recently, along with a group of Broward County educators, Dr. Keener participated in the Biodiversity Conference 2007 in Banos Ecuador. Next year, a plan to examine environmental plans in Australia is being developed.

Dr. Keener fully supports hurricane awareness education and fully endorses the Storm Zone emphasis on planning and education. The Storm Zone curriculum is currently being used in the Broward School District as a planning and curriculum tool for hurricane preparedness.
